The Department of Justice filed the lawsuit in 2012 against the leaders of the polygamous communities of Hildale Utah and Colorado City Arizona.
Last month, the deposition of Willie Jessop, Jeffs former bodyguard was filed and a letter he obtained was also added to the court file.
The letter was allegedly written by Colorado City Mayor George Allred asking Warren Jeffs for advice on a new police chief.
Allred wrote: "If the Lord has someone he would like to have in that position, it would be very helpful to get his sure word on who he desires to occupy that position, and, if the Lord has some men prepared who he wants to go into police academy their names would be helpful."
An attorney representing the FLDS communities says the letter is bogus because Colorado City's former mayor is George Barlow, not Allred.
Jessop in the deposition claims Barlow also went by the name of Allred.
“There's no proof the letter was written by George Barlow and no one was present when they were written,” says Attorney Blake Hamilton.
Other recently filed documents attempt to show a link between church and state and that the FLDS controls everything.
Federal prosecutors claim surveillance cameras snoop on outsiders and its members.
Photographs obtained by an investigator with the Washington County attorney's office seem to show eavesdropping.
“They appear to be a lot of pictures of residents within the community out there," says Barry Golding. “For some unknown reason they're taking pictures of them from it looks like a concealed locations. The people being photographed, I don't believe they knew they were being photographed.”
However, Golding says no one has claimed ownership of the photographs.
“A confidential informant gave them to me,” he says.
The federal lawsuit filed in Arizona is expected to go to trial in 2014.
