Corroon, a Democrat, says the county hasn't had a tax increase for more than a decade, and its budget has been cut over the last several years.
He says any further cuts would primarily affect employees, and he doesn't want that to happen.
His proposed 17.5 percent property tax increase would increase the tax bill on a $238,000 home by $64 a year.
Chairman David Wilde says he and other Republicans who hold a 5-4 majority on the county council are willing to consider a tax increase to balance a "challenging" 2013 budget, but not as much as Corroon recommended.
