Move to Amend was challenging a state law that forbids citizen-initiated ballot resolutions that express an opinion or endorse an idea. State law permits only citizen-initiated ballot proposals that create laws.
The Deseret News reports the state Supreme Court this week ruled against Move to Amend. The group gathered enough signatures to put the resolution on the ballot, but Salt Lake City officials stopped it.
The 2010 Citizens United ruling lifted many restrictions on spending from corporations and unions in elections.
