Authorities say they believe one person knows something that will lead them to Rachel Runyan's kidnapper and killer. The three year-old was snatched from the playground behind her home. 24 days later, the dreaded discovery, a body in a creek near Trapper's Loop in Morgan County.

Today, 28 years later, the victim's mother continues the work she began after her daughter's death crusading for victims' rights and tougher laws to protect children from predators.

Sunset's police chief retraces the steps of a killer from the moment Rachel disappeared,  as she played with her brothers on the playground about fifty feet from her mother.

Chief Ken Eborn with the Sunset police said, "We've never been able to identify that there were adults at the park that day, kids, but we've never had an adult come forward."

Eborn said, "The witnesses from here said at some point he picked Rachel up, put her in the passenger side of the car, circled the parking lot and went west on 975 North."

Elaine says she doesn't seek revenge, just the knowledge of who took her baby and that he won't harm anyone else's.

Chief Eborn says he firmly believes the killer has confessed to someone and he needs to talk to that person.
