41-year old Robert Hibbard was arrested Monday after police say he grabbed a hostage and took an elevator to visit the FBI.
“We're not sure why he took the hostage he did,” says police spokesman Sgt. Shawn Josephson. “All these things we’re trying to determine to see what his thought process was."
But a witness tells ABC 4 News Hibbard wasn’t even supposed to be inside their offices on the sixth floor.
“It's a secure area,” the witness who didn’t want to be identified says.
After taking an elevator to the sixth floor he managed to get into the office.
"He (Hibbard) was asking for the FBI,” says the witness who also works on the sixth floor. “He said ‘where is the FBI floor?’ He wanted to see a FBI psychiatrist."
The witness is a co-worker of the 61 year old victim. When he first saw Hibbard he described him as “erratic, not normal.
“He had a button down shirt and it was completely opened,” the witness says.
And then he says Hibbard grabbed his co-worker.
"He (Hibbard) stuck something behind his (victim's) neck,” he says. “We thought it was a gun. He told us 'I have a gun. This is a hostage situation.'"
Hibbard and his 61-year old hostage were headed upstairs to the 12th floor. That's where the FBI is.
But agents were notified ahead of time and put him under arrest without harming the victim.
“He’s doing okay,” says the witness. “He’s back at work.”
